EMPLOYMENT HISTORY / WORK EXPERIENCE:
Completed Secondary A Level education in 1976 and started a teaching career at Hua Lian Secondary School in Taiping, Malaysia. Was actively involved as Head of Science but left in 1978 to take on a new challenge in the merchant navy.
Embarked on a sailing career in January 1978, with Neptune Orient Lines, Singapore Started as cadet officer and completed training with a promotion to the rank of Third Officer in 1981. Promoted to Navigating Officer in Jan 1983 and then to Chief Officer in 1986. Finally obtained my command to a Bulk Carrier in the Year 1989 at the age
32. Continue to sail as Master for 13 years before stepping ashore in 2002.
After 24 years at sea commanding various types of vessels, stepped ashore as seconded to Neptune Ship Management Services Pte Ltd as Marine Superintendant responsible for managing QHSE of NOL vessels, and oversee fleet audits/inspections. Attached to the Marine Safety and Audit Dept till 2004.
Transferred to the Corporate Head office in APL Singapore and assumed the position of Fleet Operation Manager July 2004, looking after Trans Pacific Line Operations.
In 2008 he joined Alfa Ship Managers Pte Ltd Singapore, in capacity of General Manager to a ship management business of 25 foreign going vessels. In above position, actively working in top management arena for ship management aspects , and close liaison with the owners and Flag Administrations on operational matters.
Oversee Company’s operations and Commercial potentials with an office Team of 35 person (Operations, Safety, Technical, Finance and Procurement).
In 2014 he joined Hoe Leong Corp Singapore / seconded over to K L as Managing Director of their Shipping Arm (Semua Shipping Sdn Bhd), with a strength of 60 staff. Oversee company’s CPP Tanker Fleet operating in this region , serving SHELL n PETRONAS ,
As well as prevailing Oil Majors introduced substantial Management Changes so as to enhance Company’s Business strategies and operation Qualities to satisfy Oil Majors. Actively involved to lead in house training Programmes to sea and shore staff.
In 2016 he joined Winning Logistic Singapore as Head, Global QHSE in Winnings Tug and Tow Operations at their Bauxite mine in Boke, Guinea SA. Responsible to line and set up their Quality Safety Management system for a fleet of 40 tugs operating Towing operations / STS Bauxite bulk trade along with 6 units of Offshore Floating Facilities (FC and FCT). Actively involved in drawing out Safe working Management System, and a key figure in Developing / enhance Safe working environment of tug and tow activities in the river. Global Trainer for Company’s Sea Staff and management Team in areas of Leadership, Project Management, Technical management, ISM and ISPS, soft skills enhancement.
Capt Tan is currently at Nanyang Technological University (NTU), Singapore in the position of Deputy Programme Director, Maritime Studies programmes.

⦁ Presently actively overseeing / shaping up Maritime Curriculum for NTU , Singapore
⦁ Working closely with MPA as to enhance academic excellence to the needs of maritime sectors in Singapore.
⦁ Review all internship and approve the programmes for participating industry partners
A well known figure among the maritime fraternity in Singapore and KL Malaysia, from all walks of the industry, he is familiar with China, Indonesia, Myanmar and Philippines crewing resourcing and global training needs.
